Four ingestion rails. Claims are cheap and complete; Observations are sparse and expensive, and only an Observation can verify a Claim. Reconciliation tests the two against combined uncertainty — never against a fixed percentage — and every figure leaves the system with a lineage chain, a P5–P95 band and a verification tier.
